General Definition of Work
The City of Jacksonville is seeking a proficient and innovative IT Specialist. The ideal candidate has customer service as part of their core and a willingness to ensure that our customers get world-class service. They will also have a deep interest in all things IT with background and understanding of how to solve are most challenging IT related issues such as installing and troubleshooting hardware, software, and peripherals. The IT Specialist performs difficult technical work involving the systems development, design and preparation of computer programs; does related work as required. Work is performed under the regular supervision of the Information Technology Manager.
Essential Functions/Typical Tasks
Assisting with information technology operations; installing, maintaining and repairing systems; developing and refining operating programs and software; evaluating applications; training and assisting system users.

- Provides software, hardware and PC support, operating systems, 3rd party software and peripherals.
- Provides assistance with VOIP, cell, analog and messaging systems, and networking systems.
- Prepares standard operating procedures on technical support and security measures.
- Organizes, evaluates and manages technical and regulatory compliance for IT security including HIPAA and payment card industry.
- Designs program logic flow charts, block diagrams and codes program logic instructions in appropriate programming language.
- Develops data base management and communication programs.
- Prepares file layouts and output formats and required documentation.
- Tests, updates and assists in the consolidation of existing programs to assure efficient operation.
- Provides technical advice and assistance to computer operators.
- Analyzes current operations and studies methods of improvement.
- Recommends applications for departmental use based on need and overall City strategy.
- Consults with operations personnel and representatives of user departments in arriving at solutions to system design problems.
- Requires occasional work after normal business hours and on-call duty.
- Develop and maintain City’s SharePoint intranet site.
- Trains user personnel in the operation of computer systems.
- Performs related tasks as required.
Required Education and Experience
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science or equivalent experience and 6 months to 2 years experience in computer programming and systems design and development.
