GENERAL SUMMARY

The Physical Security Technical Manager is responsible for the daily management, maintenance and coordination of the Bank’s security systems and technologies. The position oversees all technological aspects of the Physical Security program function including the development and implementation of policies, standards, processes, procedures, and training of personnel responsible for performing any technical reviews, checks, or maintenance on the Bank’s security technologies. Systems include intrusion detection systems / devices, analogue or IP-based communications, access control systems, DVRs, and surveillance systems involving on-site storage and cloud storage.

Physical security department personnel are responsible for conducting and providing product research, feasibility studies, software installations / updates, and project planning for physical security functions including design, placement and integration of intrusion detection, access control, and surveillance systems. The position requires a solid technical and security background, a willingness to learn all security systems capabilities, make recommendations for technical improvements, identify, and report on emerging technology, and follow through on implementation.

This role will organize, document, and maintain strict controls over all technical security functions and act as the primary technical liaison with Information Technology and Information Security, and interface with other departments as needed. The position coordinates with the Bank’s security technology vendors to schedule technical site visits, perform maintenance, conduct repair/replacement functions, and implement new systems/solutions. The position interfaces with various departments including Risk Management, IT, Information Security, Facilities, Internal Audit, Deposit Operations, and Compliance, and various third-party vendors. The position also participates in internal and external audits, prepares reports and other documentation, updates policies and standards related to technical security functions, and provides technical training on security systems to department and branch staff. The position has no direct reports.

ESSENTIAL FUNCTIONS

  • Actively manage day-to-day technical physical security operations of the Bank.
  • Foster and maintain strong working relationships with internal partners and team members, vendors, and contractors.
  • Plan, coordinate, and lead complex technical physical security functions and projects.
  • Provide technical expertise while collaborating with physical security product research and process management to identify and address technical security needs.
  • Ensure the optimization of physical security documentation, including directives, procedures, and standards to ensure effectiveness and to validate against industry best practices.
  • Develop standardized reporting requirements and standard operating procedures for physical security for each Bank location.
  • Develop plans for team members to include assignment of project priorities and responsibilities while being accountable for the team’s outcomes.
  • Participate in new installations and relocation projects.
  • Ensure the system’s security software updates are timely.
  • Manage hardware, software, and firmware end of life.
  • Maintain up-to-date awareness and knowledge of security technology, facial recognition, and other recent technical developments in the market.
  • Collaborate with internal resources and outside service providers on any technical matters.
  • Organize, develop, and maintain communications, notifications, and other messages to various groups.
  • Respond to requests and issues 24/7 and be available to travel onsite during emergencies or other urgent issues requiring technical support.
  • Coordinate department responses to branch or department issues.
  • Ensure the professionalism and support of the bank team members and branch staff, including the establishment of effective and efficient issue resolution processes.
  • Advise senior management and security personnel on the impact of applicable laws and regulations on the Program’s operations.
  • Participate in compliance and audit activities within the organization and bank regulators.
  • Conduct internal audits of technical physical security intrusion detection, surveillance, and access control at all facilities as appropriate.
  • Lead management of technical physical security training and monitor the effectiveness of related training programs.
  • Perform site inspections and provide oversight and guidance to vendors as needed.
  • Manage cost, schedule, and performance of functional requirements and provide input for various company planning processes.
  • Participate and attend project meetings and calls, functioning as the physical security technical expert and point of contact; provide updates to the project team.
  • Work as part of a multi-functional management team to facilitate and oversee technical physical security requirements and actions in a dynamic mission environment.
  • Train colleagues and branch personnel on physical security technologies including cameras, DVRs, alarm panels, etc.
  • Document and maintain system diagrams, floor plans, camera/device positioning, etc.
  • Maintain timely log monitoring, generate tech reports, perform technical assessments, etc.
  • Maintain a risk & controls self-assessment (RCSA) and contribute to the physical security department’s risk and control self-assessment.
  • Conduct internal investigations, as appropriate.
  • Perform all other related duties as assigned or requested.

QUALIFICATIONS

Education:

  • Bachelor’s degree in IT / CIS, Criminal Justice, Law Enforcement Administration or equivalent field, certification, or accreditation

Experience:

  • Minimum 7 years’ experience in a physical security or related technology role
  • Security or Law enforcement background desired
  • Some management experience / project management skill a plus

Skills & Abilities:

  • Ability to work under pressure and tight timelines.
  • High degree of flexibility & resilience to deal with high-degree of change, time-sensitive pressures, and geographically diverse regions.
  • Ability to help develop a physical security culture, develop procedures, processes, and reports.
  • Ability to support contingency and disaster recovery planning.
  • Ability to communicate company practices clearly and effectively with executives, clients, and team members.
  • Must be knowledgeable of computers and software.
  • Comprehensive experience with MS Office productivity tools (Outlook, Word, Excel, PowerPoint)
  • Strong logical and analytical problem-solving skills.
  • Excellent interpersonal, communication and organizational skills.
  • Strong verbal and written communication skills with colleagues and vendors by telephone, in person, and in writing.
  • Proven ability to work both collectively and autonomously, strong self-initiative.
  • Ability to manage the remediation of any recommendations/action items identified in the completion of the security assessments, audits, or regulatory exams.

OTHER DETAILS

$85k – $105k / year

Pay determined based on job-related knowledge, skills, experience, and location.
