Agency Description

The First Judicial District of Pennsylvania (“FJD”) is the Philadelphia County Court System and is composed of two courts: the Court of Common Pleas and the Municipal Court. The mission of the FJD is to adjudicate cases and provide services to the community within our jurisdiction while ensuring fair, timely, and accessible justice to the people of Philadelphia. The FJD is part of the Unified Judicial System reporting in to the Pennsylvania Supreme Court of Pennsylvania.

Job Description

This is advanced technical and / or supervisory work involving the analysis, design and maintenance of database systems in support of overall database administration for a designated project. This position performs duties that involve the planning, development, implementation, and administration of information systems for the acquisition, storage, and retrieval of data. This position reports directly to the Chief Information Officer (CIO) for the First Judicial District of Pennsylvania.

An employee in this class is responsible for managing databases and database technology, including the physical design and configuration of databases; developing storage structures and establishing overall database access methodologies; planning and implementing database expansion, reorganization or conversions; developing and implementing backup and recovery procedures; and developing data models and logical data designs. Work includes evaluating and recommending database management technology such as database management systems, database monitoring, tuning tools, and database gateways; researching and resolving problems related to access, usage, and performance of the database system(s); providing technical guidance to users, managers and other information technology professionals in database planning, design, implementation, operation, security, quality assurance, and data administration. The employee in this class may supervise Database Analyst(s), and other IT employees.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Directs and participates in the creation, maintenance, modification, and security of databases including the database storage structures and database objects and ensures that appropriate links exist and that keys are established to provide processing efficiency.
  • Directs and participates in the design, planning, of SQL clusters, Oracle database, and Sybase architecture consistent with varied and extensive organizational applications, operations, and implementation of networking goals and objectives.
  • Directs and participates in establishing and defining database backup and recovery procedures.
  • Manages database performance through the use of system diagnostic reports.
  • Provides technical guidance in designing and configuring databases, developing storage structures, expanding databases, and developing data models and logical data designs.
  • Recommends software and hardware upgrades and enhancements to ensure optimal database performance based on current and future requirements.
  • Directs the development and implementation of security standards and procedures.
  • Participates in information technology planning activities with programming and applications development, networking and operations managers regarding such issues as configuring the database structure, establishing database access techniques, addressing database performance issues and resolving database problems.
  • Directs and participates in the analysis of business processes, procedures and problems to develop database and data solutions to meet business needs.
  • Directs the establishment of data administration standards and procedures pertaining to data elements, data dictionary, data sharing, entity relationship diagrams and methodologies and quality assurance.
  • Directs the development of data management system manuals to document procedures for defining, creating, revising and controlling databases.
  • Maintains knowledge of latest developments in database administration / management techniques by reviewing professional publications and / or participating in formal training programs, courses and seminars.

Standard clerical office conditions; may be required to lift computer equipment weighing up to 20 lbs.

Competencies, Knowledge, Skills and Abilities

  • Knowledge of current techniques in database design, planning, application development, programming, operating systems, systems and network architecture, hardware and software capabilities and capacity planning.
  • Knowledge of SQL, SQL clusters and NOSQL.
  • Some knowledge of Oracle and Sybase databases a plus.
  • Knowledge of SSIS for ETL between disparate databases.
  • Some knowledge of high-level programming languages a plus.
  • Knowledge of modern data administration techniques to include data analysis, data model development and data dictionary development and maintenance.
  • Knowledge of the functions and capabilities of database management software.
  • Skill in analyzing business processes.
  • Skill in designing and developing hierarchical and relational database structures.
  • Skill in identifying, analyzing and resolving database system problems.
  • Skill in developing backup and recovery processes and procedures.
  • Ability to plan and supervise the work of IT staff.
  • Ability to instruct IT staff in the development and operation of databases.
  • Ability to analyze and resolve database problems.
  • Ability to develop and interpret policies and procedures guiding the use and operation of database systems.
  • Ability to research, evaluate, test and install third party software and databases.
  • Ability to monitor database performance, assess space utilization, take corrective action to enhance performance, and more effectively utilize space.
  • Ability to establish data administration standards and quality assurance procedures.
  • Ability to establish and maintain effective working relationships with other information personnel and database users.
  • Ability to communicate effectively, orally and in writing.

Qualifications

  1. bachelor’s degree from an accredited college or university with major course work in Computer Science, Computer or Business Information Systems or a closely related field.
  2. Five years of experience of information technology, one of which was involved in the analysis, design and maintenance of databases in overall support of database administration.
  3. Two years of experience as a Database Administrator.

  1. Equivalent combinations of training and experience which provide the characteristics required to perform the essential functions of the class may substitute for those listed.
  2. After meeting minimum standards, successful completion of a panel review and interview process.
  3. Must successfully complete a criminal background investigation.
  4. Ability to perform the essential functions of a position in this class.

  6. Must work on site (not remote).

Salary Range: $90,103 – $100,699 (G33)
